Sheltered From Eviction? A Framework for Understanding the Relationship Between Subsidized Housing Programs and Eviction

Housing affordability and eviction are intertwined, yet much remains unknown about how policy responses to increase affordable housing affect the local dynamics of eviction. This article establishes a framework for understanding supply-side subsidy programs in United States may impact incidence filing. We apply this novel descriptive analysis 9 years filing Philadelphia, Pennsylvania. Overall, we find theoretical practical support hypothesis that tenants subsidized multifamily less vulnerable than similar unsubsidized properties, but those protections vary between programs.
